Former Vandalia School Superintendent Surrenders Educator License  

Former Vandalia School Superintendent Rich Well has surrendered his Educator License in the aftermath of a discovery last March by the school district of an alleged sexual misconduct incident with a female student more than 20 years ago.

The school district said it became aware of the allegations for the first time in March 2018 when investigating a missing hard drive from a computer used by Well.  At the time of an April news release, the district said the Illinois State Board of Education had concluded that the evidence was sufficient enough to investigate Well’s license.  His decision to surrender his license will apparently end the investigation by the state board.

Police have indicated the statute of limitations had run out to pursue a criminal investigation.

The document posted on the State Board of Education website indicates Well has knowingly, willfully, and voluntarily surrendered his license and consented to its revocation.
